IA 9 Studio. Shortcut encoding.

Hello.
IA 9 Build Moya.sp1.07.04.09
Shortcut is created with wrong encoding.
Example:
Create New Project.
Replace Uninstall link shortcut command by:
Build and install. Russian characters are unreadable ( New Project)
Please, Help...
