I have an exe that must be run before a merge module

This is due to a 3rd party requirement.
I can't say for sure but it appears the merge modules go first. What is the best way to make this happen?
Could I start a blank modal dialog that closes when some program run at the top of my msi script. launch the dialog, have it launch the program with the paramters it needs? Of course I need it after the 'apply install' so the exe is copied to the target system. Is there a standard solution for this?
