Installer Error when UAC disabled on Vista as a user account

Hey folks,
I discovered recently that my installer doesn't work as I expected it to when I am logged in to Windows Vista if I am logged in as a user account and have UAC turned off.
The setup for the workflow is:
1. log in to windows vista as an admin
2. disable UAC
3. log out of the admin account and log in to a user account
From there, I followed two workflows:
1. I double clicked on the installer. I expected to see an error message telling me the installer required me to have administrator privileges, and I did see that error message. This workflow works correctly.
2. I right clicked on the installer, chose "run as admin". I expected to see an administrator credentials prompt. I saw the warning box that This Program Requires Administrator Privileges.
Running the same workflows on Windows 7, in workflow 2 I receive an administrator credentials prompt.
I believe this may be an issue with Windows Vista's UAC implementation, but I wanted to check in and see whether this is actually an installaware issue. Is this behavior the behavior that you folks expect?
Thanks!
