IA-2012 Cmd-Line ERROR Run IA-9 Project - MSI DB Init Fail?

I'm receiving different IA_2012 command-line ERROR now. This time it fails to initialize the MSI database:
Error during build: Unable to initialize MSI database, recommend IDE restart (or verify build folder permissions). Build Failed.
Note:
1. Again I'm able to successfully build this project using IA-2012 GUI.
2. The build directory drive is "E:\" (external USB drive).
3. All directories are the same for both GUI and Command-line build.

Hi,
Does relocating the project to a permanent drive solve the issue?

No. I tried that idea too. I'm wondering if it has anything to do with this post:

Also built a new project with IA-2012:
- It fails using Command-Line build.
- It builds successfully using GUI.
I don't get it.

Any update on this? I have the exact same issue after upgrading from 9r2 Studio to 2012 Studio. Thanks.

Your having the same problem I see. We depend heavily on the command-line feature of InstallAware. Been Using Vista Business x64 and IA-9 Studio successfully until we upgraded to IA-2012 Studio about one month ago, big heartache. Support has been working on this for weeks now without any solution. Stay tuned-in here and pray for a solution soon. We're stuck in the mud until it's fixed.
Q. What OS are you using?

Windows 2008 Sp2 (64bit)
I get the same 'unable to initialize' error if I try building from inside the IDE when the IDE was opened by double-clicking the .mpr file. If I open the project from inside the IDE then it builds fine. I even tried creating a new Basic Setup using the IA 2012 Example Projects template -- same results.

Not exactly the same, but I am encountering this error as well in IA 2012. It is my first time using command prompt build and here is my screenshot.
My OS is Windows 7 (x64). Any advice would be appreciated.

Hi Aviv, thanks for looking at this.
You can just create a new Basic Setup using the IA 2012 Example Projects template and try building it from the command line. This should produce the error.

You report DOES NOT reproduce an issue on my IA 2012. Attached is the Basic Setup project that builds just fine from the command line.
Could you please attach the project you are testing with?

I've attached a setup project created from the IA12 Basic Setup template. It builds successfully from within the IDE but fails when trying to build from the command line. (I did not see your attached project.)
