Register Library doesn't work on Seven x64

Hi,
I tried to register my dll using Register Library command, it was working fine on my XP 32 but when we tried on Seven 64 it didn't work.
I tried with Run program command on regsvr32 with my dll in command line parameters and it works fine.
It's not the first command that doesn't works on Seven 64. Those one are not working too: Set Access Control,Create Share
Is there any reasons or does it come from me?
