Instance not detected on new SQL Server install

If SQL Server is not installed, the setup pre-requisite correctly installs it. But the newly installed instance is not returned by Detect MS SQL Instances. I am able to access it through SQL Server Mgmt Express. Also, an install I created in Wise can see the instance.

If I reboot and then run the install, Detect MS SQL Instances correctly returns the instance.

Anyone have any ideas?

Also, no other SQL Servers on the network show up. I found that after a varying amount of time (5 minutes to 30+ minutes), it starts working. The instance I just installed on my machine appears along with the other SQL Servers.

I found some some Delphi code (ListAvailableSQLServers) on the web that searches for available servers. It behaves the same way.

In this code, if I change:
SourcesRowset := CreateComObject(ProgIDToClassID('SQLOLEDB Enumerator')) as ISourcesRowset;

to:
SourcesRowset := CreateComObject(ProgIDToClassID('SQLNCLI Enumerator')) as ISourcesRowset;

It works correctly.
