Call functions in custom DLL-Library

We are going to write an DLL-Library with functions we need during our setup. Is it possible to use those functions even if the DLL is not yet installed / the setup is not finished?

Yes if you use it as Support file (add it to Creatives). Path to the file is then $SUPPORTDIR$<your dll>. So you don't even has to install the dll.
