A file that I have designated as going to $ALLAPPDATA$ ends up under the c:\program Files path. How can I explicitly set this?

I thought so. That's why I was surprised to find the file in a folder under the folder that the executable is stored it.
I didn't create this project. Does this say that the project is not using the default location?

I searched the MSI for all instances of AllAppData and the only time it is initialized is the line you talked about above.
Get Common Folder Location System->Application Data Directory into ALLAPPDATA
Can something in the project affect what "Get Common Folder Location System->Application Data Directory" returns?

Dear User,
could you please use the attached sample project?
The sample retrieves the "Application Data Directory" for allusers (if applicable) and for current user.
The enclosed file also contains the ready to run exe package.
When execute on a WIN 7 machine, it should display the following results.
