Patch + File Bag problem

I've just encountered a problem concerning patches and file bags.
I put into a file bag a small msi setup that installs a third party component. It works fine when normal installation is performed, but when patching, dialog box that asks for original setup resources shows up.

In the past I had similar problem with normal installation, and I learned that compiler-if instructions have to be used very carefully. I made sure that none of compiler instructions cut the file bag from resource.

Can anyone help?
