Unresolved Variables, Script Failure - Chinese Workstations

A couple of users in China have reported similar issue running our installer, likely a symptom of the root problem: "Runtime error in setup script....[blank] is not a valid integer value." In the several years we have used our installer script, we have never experienced this. And this only occurs for these Chinese workstations.

In the screenshots they provide we see unresolved script variables - instead of their usual values - for example we see $TITLE$ and $COMPANY$ and "?,SELECTED,0,TIME,10:13:01", rather than the usual values.

We have requested running installer with logging, but they report that no log is generated.

What could be going on here?

Installer: IA 9.
OS: Windows 7 (6.1.7601.65536)
Architecture: 64-bit

Dear User,

I really suppose that you need to set the "System Locale for non Unicode application" as well.

IA 9 doesn't support UNICODE and your are using an OS that only uses UNICODE system locale settings.
