GAC Policy files don't install

Dear Scott,

I am not a .Net expert, but I think gacutil.exe only needs the .Net Framework to run and you could just include it with your Installer to temporary install your files in to the GAC.

However, you should verify if the Tool's license permits this kind of use and if not permitted, you should include the Whole NET SDK installer.
