MiaBuild.exe gets held after 25 seconds

when i build project by command prompt (miabuild.exe) that gets held(dont respond) after 25 seconds. what could be reason ?
same project was building successfully with InstallAware 7 version.
i just upgraded InstallAware version from 7 to 18.
