Install to Windows XP and Windows 7: Error on Windows XP

We have a 32 bit app.
We have Win32 set to - Native 32 bit Windows and Windwos 32 on Windows 64 (WOW64)

SO based on this the installer should run in Windows 7 (32 bit), Windows 7 (64 bit) and Windows XP (32 bit) (and others).

However I get the following message under Windows XP (32 bit):
<< This product requires at least a 64 bit operating system. Setup cannot continue >>

The only included scripts are checkmsi20 and setupmsi20 which I don't believe is an issue.

What would keep this from working?
