pdf will not open when Adobe Acrobat DC set as default application

I have an issue where Run Program, using '$LAUNCHDIR$\Mekorma MICR\Release Notes.pdf' will not launch the pdf when Adobe Acrobat DC is setup as the default program. Instead two instances of the Acrobat are launched and they are both non-responsive.

When Edge browser is the default program, there are no issues launching the pdf. I thought it could be an issue with the pdf and Adobe Acrobat DC, but the file launches manually through file explorer.

Has anyone run into this issue and is there a better way to launch the pdf?
