Reboot and restore desktop is not displayed

In my setup, if a prerequisite requires a reboot before we can continue, I use Reboot Computer and Resume Setup. This works fine and the installer resumes after the user logs in following the reboot. The problem, however, is that the user's desktop and taskbar is not displayed until the setup completes. Is there a way to have the user's desktop and taskbar load before/when the setup resumes?

This behavior is intended to work in accordance with Microsoft standards:

Accordingly, you may be able to put your setup in startup and check the state of explorer.exe or something like that.

Would "Reboot and Login" would allow user to access Windows desktop, task bar while installation is resumed after reboot.
