Is there a defined $ApplicationData$ path?

I'm evaluating InstallAware Studio 2005, and I would like the installation to create a file in the user's ApplicationData folder (actually create a directory structure and install a file below ApplicationData).

How would I go about doing this using your product?

Sure. Use the Get Folder Location command with the System->Application Data Directory parameter.
