before to reply on the matter of this topic...

Talking about staying on topic... I still await your reply you mentioned. So in short renaming one of the web modules fixed the issue we've had upgrading. I said we've tried since 15, but I'm not sure about that, we've had this problem preventing upgrade the past few years.

just few questions;
- do you recall if with selecting the option "Download a new copy of the data ..." the installer was able to load the Web Media Block at the end?
- do you recall if you executed the package over an existing installation or the existing installation was first un-installed before to execute the update?

1) The files were all local (build all). Not sure if the engine will download a fresh copy when clicking for a fresh copy, but I tried that with the files in a valid web location and later a dummy (invalid) location to force it to use local only. It made no difference.
2) I tried both ways, upgrading an older version. Removing all older versions and attempting again. Again, no difference.

Here is how I came to this workaround.

I noticed that the same web block was extracted twice, second time it complains about the extraction error. I renamed the feature which renamed the web block in question, and it worked. I changed the feature name back for display purposes and it still worked.

I suspect having two web modules where a second one has the same name with a space in it caused the issue, but I'm sure your devs can debug that. I don't know why this worked (I'll leave that for you), all I care about is that it works now.

Dear Jasper,

Honestly, I suppose that probably the problem could have been solved with trying to force for a fresh copy ... even if thiss was available locally within the installer.

I believe also that the problem has nothing to do with the used web media blocks file names, but the fact that you renamed it, it has probably forced the process to load a fresh copy of all your web media blocks.

Anyway, I'll try to see if I am able to reproduce the same.
