Error - installation is forbidden by system policy

Hello Support,

This happens on Windows Server 2012 and 2008.
I am using Installaware 18 Build 1.29.14
I also tried turning UAC off did not make a difference.
This is a very clean 2012 server with all the service patches.
My installation is signed by verisign.
I am evaluating Installaware 18

This message happens when the script runs the "Apply Install" the LastError message reports "This installation is forbidden by system policy. Contact your system administrator"

How can I tell all the changes that the "Apply install" is doing? is there a list. I am able to step through the scripting with the built-in debugger.

After more testing it seems like if I install 2 different Installaware installations the second one has this error the first one goes in fine. The order of the installation does not make a difference the second one give this forbidden error message.
