We've recently updated from IA 2012 to IA X2. The only issue I've seen is the Check/ Install XML plugin is not installing the MSXML4.0 SP2 on Win 8/8.1 and Win10. Has anyone else reported this, and is there any advice you can offer?

All versions of MSXML 4.0 (including SP2 and SP3) are no longer supported by Microsoft and anyway this version cannot be installed on Windows 8.1 and higher.
MSXML 6.0. MSXML 6.0 is installed by default in XP SP3, Vista, Windows 7, and Windows 8.1, and higher.

Strange, I am able to manually install the msxml.msi from the Plugins\MSXML folder on Win 8 and Win 10. I've done this multiple times.
However, if MSXML6.0 is already present by default on these systems, maybe I won't have to worry about it!

We just confirmed, we cannot use MSXML6, we must have 4.
I have also confirmed that, even though MS no longer supports msxml4 on Win8/ 10, InstallAware v2012 installs the msxml 4.0 SP2 successfully, as it always has, using either the plugin or a custom script, but X2 will NOT install either 4.0SP2 or msxml6 via the plugin or a script. It appears to run, but nothing is actually installed.
I will be reverting back to ver2012 for now, until this can be resolved. Can you find out if it has possibly been resolved with the release of X3?

maybe it's not clear the fact that the problem isn't on IA side, but it's that specific MSXML version that should not be installed on WIN 8.1 or higher.
WIN 8.1 was not available when IA 2012 was released and consequently, it was not available any kind of support for such OS.
Alternatively you may try to use the MSXML V 4.0 installer provided by Microsoft in place of the IA plugin.
You can embed the package via SUPPORTDIR in your project (see IA documentation about SupportDir, then you can run the MSXML V 4.0 installer from your setup script using "RUN PROGRAM" command or "(Un)Install MSI setup" plug-in.
Of course, you're full responsible for any problem that may cause the installation of such un-supported package on those target systems.
