Unknown publisher Windows 7

I'm getting a problem with User Account Control in Window 7.
This occurs with an MSI file is created. Here is the dialog box. This give error when downloaded over the internet.

Yes, I did digitally sign.

I also imported certificate to Publisher and got same error.

Which IA version are you using?

Code signing for the actual MSI payload was introduced in IA 18 (ver 18.07).
