What is the recommended way to include a windows patch as part of the install?
Specifically I need to include daylight savings time patch (KB928388) for Windows XP (i downloaded the installer for it...).
How is it typically done?

Many ways, depending on how you want the user experience to be.
The easiest from the implementation point of view: Install it using Run Program from $SUPPORTDIR$ after adding the installer to your setup as a support file/creative.

Is this still a valid way to include a windows update during an installation? I'm running Install Aware 15. Is there an easier way using web media blocks perhaps?

Yes, it is still valid and the easiest to implement also.
You could even create a downloadable package for your update.
In this case you should download the file to a temporary directory on target system (using the Download File command) and then to execute it from that location (using the Run Program command).
Optionally, you could even use a compressed archive (7zip format) as downloadable package.
If you prefer this way, you must un-compress the archive once downloaded (Extract 7Zip Archive command).
