How to create a file browser/select box for selecting a license file and selecting the license by double clicking.

Now i'm using a shell list but there are no buttons for next and previous and when i double click the file it's opening the file and not selecting it.

Sorry, That is the way the shell list works. You have to add a next button to the dialog.
