I have created a subfolder in my Windows short cut folders as follows:
Create Folder $SHORTCUTFOLDER$\Documentation
I would like to put shortcuts in the folder. I seem to be able to copy files into this folder from the graphical interface, but I can't create short cuts.
The following does not work.
Create Shortcut $SHORTCUTFILES$\Documentation\File1 to $TARGETDIR_X86$\Documentation\Code Manual for MACCS2 Vol 1.pdf
Any ideas?

please use the IA clipboard format to post a copy of the command code(...within a code tag).

The code you posted seems to contain an error ... I am not able to paste it correctly.
As I said you previously, please try with posting the data within a CODE TAG.
