Error Reading From File

Hi--
I am using IA2012. About 10% of our users report the following error during installation.

(Everything from OFFLINE forward tends to change.) It happens on all OS's, with no discernable pattern. We have discovered that deleting the Program Data\{C250B0~} folder and restarting the installation OR ensuring the user has full permissions to the folder resolves this issue, however I am being pressed to find a permanant solution. Ideas?
