Creatives Not Showing During Pre-Req Phase of Install

My setup uses several IA pre-reqs and during the installation of these the index.htm and other creatives I added do not show. The index.htm and others do show during the main part of the setup that installs our application.

How do I make the index.htm and other creatives show during the pre-req setup?
