Missing Compoents Tree Dialog

I am using the Bluewave Theme with IA Express. I've added several features and have the "componentstree" dialog selected. However, when I run the install, it skips over the features dialog and goes from licensecheck to destination folder.

What else do I need to do to enable the features/componets tree dialog ??
