Resolving Access denied with msi script

I'm having a problem with the All Users folder not being accessible to non admin users and on searching the forums have found that others have employed the following script which I thought I'd try.

Grant Complete Access to File System Object "$TARGETDIR$"

What I would like help on is how I can incorporate this script. I am not seeing how I can map the commands on the right of the IDE to the above script.

This line:

Grant Complete Access to File System Object "$TARGETDIR$"

is inserted with the "Set Access Control" command.
