"Microsoft XML Parser 6.0" x32 plug-in does not install

"Microsoft XML Parser 6.0" plug-in does not install when selecting features - running "InstallAware_9_With_Runtimes.exe"

If I check "Microsoft XML Parser 6.0" in Application Runtimes and try to build I get the following error:
This script uses a plug-in that is not availble on your system:
{60DD7030-D10D-4765-8870-AA72BE159A0F}
Please install this plug-in before opening this script. Closing project now.

The x64 version (msxml60bin_x64) does install though the x32 version does not. I need the 32 bit version.

I tried that (before posting this issue) and I still got the error.

You may also need to manually update files copied to your project folder if the runtime was added to your project before applying the hotfix.
