Could not access network location %TARGETDIR%

I have completed my first trial installation. I am getting the following message:
Error
Could not access network location %TARGETDIR%

The installation as far as I know should be only installing to the C: drive. How do I begin to debug this?
Has anyone seen this error before?
Thanks for any help on this.

%TARGETDIR% is wrong, use $TARGETDIR$.
