Saw this again so did some through troubleshooting and didn't get many results.
Disabled all firewalls.
Downloaded the file within IE. No issues.
Downloaded Fiddler4 (web inspecting tool) to watch the request happen from IA. Hits the server, receives a response code of 200 and seems to contain the entire binary of the file.
So, the file is on the server and downloaded just fine. IA just seems to think it didn't. Try to resume broken download or download a fresh copy does nothing other than just immediately pop the error up again. Again, Fiddler shows the traffic and appears fine.

I should be able to replicate the issue, otherwise it's very difficult for me to say something more about this "possible" issue.
Just for test purpose, you may try to give a different file name to that specific Web Media Block. I would be curious to know what happens.

Yeah, I know it's hard to diagnose on your end
That's why i'm proposing more detailed error messages that can be accessed by us but generally hidden from view. It's always hard to tell what exactly is going wrong here.
I like the idea of renaming it. I think I'm going to upgrade to X6 and replace the packages and see what happens, too.
