That's exact the same issue i've encountered when building Russian localized setup. Just add localizations and Complex controls like Memo, RichEdit, ListBox, anything that has Lines property, does not show the localized strings. There's only one Caret Return symbol in the RichEdit or Memo control.
Btw, i've found a slight work around of this. If you supply Write Variable for the control, you'll be able to see the text. But the worst thing, that the user can accidentally erase the text (for example License Agreement), and that would be not good.
The issue could be reproduced in 8.01, 9.0 versions. I hope 9.01 does not have it (waiting for the download completion).
