It seems as if the "... is verifying..." text does not show up in neither the string resources nor the dialog. Could it be that the caption of the dialog is set by hardcoded value through the application logic?

Dear User,

if you are referring to the string;
"The InstallAware Wizard is verifying the contents of this setup package. This may take a moment."

This one is part of "InstallAware Shared Strings" (under "initialization text" section) and it can be replaced as you prefer
