Desktop Driver Pack and Windows XP

Is the Microsoft ODBC Desktop Driver Pack, which apparently includes the Microsoft Access Driver as well as the Text Driver, simply part of the standard OS install in Windows XP or does one of the service packs need to be applied in order to insure the drivers are available?
