Web Install pkg not working!

I'm having some serious problems with an install pkg. Using IA Express I have built (for the third time already!!!!) a web install and each time when I try to run it from the web, I get the "downloading from web installation has failed" dialog when it attempts to install the VB 6 runtime. What's the deal here?
