Windows has blocked some startup programs (Vista)

Hi, I am hoping someone can help me here.

I have some software I am distributing that has the prerequisite of SQL Server.

I have added this to my setup using the Application Runtimes under the Application Information heading. The only lines I have added to it are a message box pop-up to let the user know that a restart is about to happen and a "Reboot Computer and Resume Setup" command so that it restarts before continuing with the installer.

All goes very well with this and when SQL Express is not present it installs it and then restarts the computer.

It all falls apart on computers that has Windows Vista installed.

After the installer restarts the computer an "Open File - Security Warning" dialog appears asking if the user would like to Run the Application installer. After choosing Run nothing seems to happen for a short time and then a message balloon from the taskbar notification area lets the user know that "Windows has blocked some startup programs.... Click to view blocked programs.".

How can I either stop this from happening and have the installer run without getting stuck in this trap, or better still, bypass the "Open File - Security Warning" dialog and just resume the application installer as expected?

I can supply images of the dialogs / messages if necessary and if I can give any more information that will help me get past this please let me know.
