msi build with pgplwiz.exe does not install

I call pgplwiz.exe like this

pgplwiz.exe "Setup.exe" " " "Setup.msi" "My Setup" "2.2.0.53"

And I get the error

1: ALLUSERS property is not 1 - this MSM cannot be used for a per-user or fallback-to-per-user install

on installing the msi.
(the original exe works fine)
Any ideas what this error means?
