Dear Ravz,
I have verified your project and as often happens, the problem is caused by the file types installed by your patch package.
In your specific case the problem with the patch installation, it is caused by the "JScript" files (... those with the "JS" extension).
The Windows Installer Engine prefers files where version attributes are available and in some circumstances when these are not available, the Windows Installer Engine may have difficulty to handle files differences correctly.
This matter has been widely discussed in the forum and I may suggest you to have a look at the following link ( ... my last reply);

As said with my above reply, starting from IA 11 it is possible to force the MSI database stability and integrity using the "Power Tweaks" settings.
If these settings are applied to your project as well, it works fine.
Last but not least, two additional notes ( ... even these have already been discussed extensively with the forum)
- all projects involved with the patch must have "Always Cache Setup Sources (enables easy patching)" setting ENABLED (IA IDE Build Settings).
- patch build must be used for minimal modifications only!!!
... and not to replace all files installed by the base package. When this is the case, use a full update ... not a patch.

Dear Francesco,
I have downloaded the “InstallAware Studio Admin 15” (Build 4.13.13) trail version to check the Patch issue and followed the suggest settings(Power Tweaks).
While install the created patch, I am getting the (same) following error
“The file 'System7e17cSystem.ServiceModel.DomainServices.Hosting.resource.' cannot be installed because the file cannot be found in cabinet file 'PCW_CAB_2D8E7125'”.
This time the error show the dll file under the bin folder. Let me know why the dll files shows the error?
Note: I have enabled “Always Cache Setup Sources (enables easy patching)" setting for both projects (Build and Patch) and did the Minimal changes in application (added new label control).

please find and test the following attached files;
- Ravz.rar - includes all the projects and files used
- Builds.rar - includes the build of each project.
If want to re-compile the projects, just update the patch reference with the one that reflect your settings.
The net runtimes originally present with your project has been removed in order to make the above upload lighter.
I personally tested these builds on WIN XP x64 & WIN 7 x64 ... and both WORK FINE!!!
Honestly, I don't know how to help you further and even, I can't go further.
