Avoid multiple reboots (Needed by pre-requisites)

Is there a way to suppress all reboots from the pre-requisites to only one just before the actual setup starts? - or even better: only one at the end of the installation?

When you install Windows Installer 3.1 for example, windows MUST restart, otherwise you get an error that a restart is pending, and the installation fails.. So you must restart, when the prereq asks for it..
