How to check if user password defined?

'Create Share' works on Xp only when 'Simple File Sharing' option in explorer 'Tools->FolderOptions->View' dialog is disabled and current user pasword is defined. How to check if this occured?

This information might be accessible from the registry - I'd try Read Registry (and a Google search).
