I have created several Web Media block in the installation most of these are for the Visual FoxPro runtime files, help files etc. I have copied all the files to the web server and when I ran the setup files it downloads and extracts the files as expected. I then rebuilt the installation and uploaded the new files to the web server again. I then installed the new build with the previous build already installed. I was expecting the installation to not download the 7Zip files (runtime etc) because these were already installed by the previous version and had not changes, however the new installation uninstalled the whole previous version and installed the new version. If the user already has the runtime, help files etc install how can I stop the installation re-downloading and reinstalling them.

If you perform an installation of an existing product, setup will automatically uninstall any files that were installed; excluding anything installed as a pre-requisite (most runtimes).
Is your runtime installed as part of your setup, and not defined as a pre-requisite?
As you are installing, any files that are required as part of your main setup will be downloaded again -- even if the help has not changed etc.
However, Runtimes should not be downloaded if they are installed - but only if they are configured through the pre-requisite system.
