Problem with install on vista

I am building an install for a program for windows vista certification using the Installaware Studio. I am having a problem installing the product for "all users" on a least privilege account in vista. The test cases call for this (TC-2 needs the program on 2 low-level users after only the install from the first low-level user), and UAC pops up requiring a administrators password prior to install, thus apparently giving me admin access to install the product for all users. However, as the program tries to install I recieve a prompt saying i do not have proper privileges to install to all users. This is baffling since I had typed in the administrators password to UAC after I had clicked the MSI. Any help anyone could provide would be greatly appreciated.

Apparently right-clicking the *.exe file and running as administrator is different than double clicking and typing in the administrator password? That seems pretty rediculus to me. Running as admin works, however the other method doesnt.

Another question: Why does Vista allow an executable to be "run as administrator" but an msi not able to "install as administrator"?

All these technicalities seem pretty rediculus in vista.
