Install paths on vista

I'm currently running a Vista certification practice test and am having problems building a proper install to pass the test cases. My question is this: What should I use as installation paths for All users (Program Files?) and Current User. For current user it cannot be program files since if an underprivileged user tries to install they would not be able to due to the restricted access to the Program Files folder in Vista.

Should the installation requirements always require administrator priviledges to circumvent the problem?

Should certain variables be set in the MSI code?

Help on any of these questions would be greatly appreciated.
