Language selection in Vista

I built an installer with three languages to choose from: English, French, German. English is selected as default language in project properties. I run the installer in a German Windows Vista Ultimate where the UI language has been changed to Norwegian.

The installer displays the global text in English, which I accept, because the global texts have not been translated to Norwegian. The language selection dialog is shown in German. In my eyes the dialog should be in the UI language Norwegian (if translated) or in English (default in installer).

When I change the UI language to French, the behaviour is as follows. The installer displays the global text in French. The subsequent language selection dialog is shown in German. German is neither the UI language nor the setup default language.

My impression is that the language selection dialog is based on the installation language of the OS and not on the UI language of the current session. This is contrary to to the behaviour of the wizard prior to the language selection dialog.

Is this behaviour by design or is it considered a bug/feature request and might be changed in a future version? I would prefer the installer to adapt to the UI language of the current session.

We would like to ship our product soon.

Can you reply to confirm the issue and offer a resolution already? We have to find out if we need to replace the language selection dialog as a workaround.
