Preserving Settings and other Uninstall questions...

Like a previous post, I have an issue where I want to preserve certain settings files during an upgrade; however, all of the files that are installed are uninstalled during the upgrade. How can I specify that certain files should be preserved unless AN ACTUAL UNINSTALL is taking place?

In short, how can I actually do an upgrade instead of an uninstall? The settings files need to be maintained on the target computers until an actual uninstall happens. Thanks.
