Update pack version seems incorrect.

Working with web update and something seems confusing to me...believe I am doing something wrong.

1. Created an application (application does not actually have a template, but is an excel template).
2. Created an IA project. Product version for installation is 1.0, and selected receive application updates.
3. Built a Web deploy.
4. Modified some of my files.
5. In IA I changed the product version to 2.5.
6. Generated a new revision code.
7. Went to update pack, created a new update pack named 2.5, and filled in the url. Unchecked silent so I could see what was happening.

Here is where I am confused.

8. Goto version and add new version. The version I enter is 2.5 The version is added. When I select it the available update packs served for selected version is 2.5, not 1.0. Why is this, I would think 1.0 would be there.

Am I doing something wrong?

You actually want to add a version 1.0, and then serve update pack 2.5 for version 1.0.
