Problem with installing in Chinese mode

This is an odd one, but I've been trying to help someone install our app which uses InstallAware. They have Windows 2000 (German language), and our installer kept failing. They said:
Thank you for the information. I just downloaded the software and tried to install. I got the following error and cannot continue:
Runtime error in setup script:
Line 64: Attempting to get value of undefined variable NEEDSUPGRADE

This is normal NEEDSUPGRADE code - nothing fancy. I had them check the latest version of Windows Installer, and that they had the (signed and valid) version of our installer. It works fine everywhere. They tried the same file on XP and it worked.

Today, they said:

That reminded me that I was testing a Chinese software application last
week and forgot to change back the language setting. Now I set it back
to German and can install the latest DE (v. 3.3) without any problem.

Btw, while it was still in Chinese I tested with the earlier version of
DE (for Win9x etc.) and was able to install it. So it seems that only
the latest version can't handle the Chinese setting.

The former installer wasn't InstallAware, so that pins it down.

I'd appreciate any thoughts you may have on this. The install was done in an earlier version of IW, but I don't think that should affect it. It looks like some sort of locale specific issue.

I also asked how the user got into Chinese mode to "break it". The reply just came in:
Go Settings from your Windows Start -> System Settings -> Country
Setting -> General -- here you choose your location such as English (UK)
or German (Switzerland) -> Chinese (PR China). Make sure you tick
Chinese in the lower part of this screen.

Hope that helps (not had time to try it myself yet!).

Yes. If you can't repeat it, I'll let you know how I get on with repeating it. Most odd though that it occurs in the first place! :?
