Does the plugin “Download File” have any Timeout?

1. Does the plugin “Download File” have any Timeout? If so how can we use it?

Example: Using ZoneAlarm when Internet connection is established and selecting "Allow", everything works fine. Selecting "Deny" puts the installation in some kind of state where nothing happens, no error message is presented.
However when there is no Internet connection established, it doesn’t matter if you select allow or deny. It tells you that the result is ERROR.

It doesn't have a timeout.

Unfortunatelly, the only way to get an ERROR from it is if the connection was not posible to the web server. You always need to check whether the file was downloaded or not in another way.
