Single EXE and Web Parts

Does download of Web Media Blocks for runtimes still work for the Single EXE deployment option.

For example, if I add the .NET to the Application Runtime, then by default it added to the Single EXE.

Does selecting "Skip Selected" in the Web Media Blocks result in an EXE without the runtime, but will still download if needed when user installs package?

No, a single file build includes everything, monolithically. Web Media Block commands are ignored.
