'Apply Install' command fails when project is built with IA7

I upgraded Installaware 5 to 7 and build a project that installes correctly when built with IA5.
The setup built with IA7 fails showing a message box with the not very helpful text "error"
Stepping through the project in debug mode shows that the error happens in the "Apply Install" command. However, there aren't any error details either.

Are there any known upgrade issues?

Yes, this has been reported several times, and so far my only workaround has been to start a fresh project and repopulate it from scratch.

My original projects were created in 6.4. Someone mentioned that 6.6 introduced this behavior.

I am experiencing the same problem in IA6.6. It is happening with a project that was cloned from a project that works perfectly. I am going to create a new project and repopulate it.
