how does the MSI installer determine what version to install

When the MSI installer tries to determine which copy of a file to install, what does it check and in what order? For example, most files have both a product version and a file version, but if they are different , which one takes precedence. I believe I saw this answered here one before, but searching does not seem to be working very well right now.

The file version takes precedence over the product version.

Great, that's what I was hoping.

Does Microsoft actually have any documentation describing things like this? InstallAware is great in how it keeps the developer from having to deal with all of the magic of MSI, but sometimes it helps to know just a little bit more.
